Climate Change! Member States agreed on climate and energy goals for 2030 in October 2014. To reach these goal - including a greenhouse gas emmission reduction of at least 40% and renewables that make up at least 27% of the final energy mix by 2030 - we need some new rules. Both the European Council and the European Parliament have urged the Commission to come up with legislation that supports these targets as the old frameworks were deemed unfit, e.g. for achieving the 27% share of renewables.
Because you think we need to do something for our climate! And you want to use more renewable energy rather than coal and nuclear energy. Also, if you are into producing your own energy, this piece of legislation is for you as it promotes self-consumption and storage of renewable electricity.
This proposal is actually part of a package of energy related proposals launched by Commissioners Sefcovic and Canete, that aim to achieve leadership in renewables, provide a better framework for consumers and promote energy efficiency.

In the European Parliament the Industry and Energy Committee drafted a position that was approved by plenary in January 2018. As the Council came also to an agreement in December 2017, negotiations about the final rules are now in full swing.
