The EU already put in place rules in 2007 for all cars and trailers to have the same safety and environmental standards across Europe. These awesome rules established that an independent certification agency has to check a car (or trailer) before it can be sold it. Now, after 9 years, these rules are put under the magnifying glass to ensure that they are actually effective. And after all the Dieselgate and Volkswagen fun happening last year, the Commission is especially keen that so-called defeat devices - the ones that help you cheat - can be detected earlier by these certification agencies.
One sentence: If you buy a car - anywhere in Europe - it complies with all EU safety, environmental and production standards (= "type approval" - only then a car can be sold). So pretty cool actually!
The Commission is giving the rules on how cars are being checked (before they get sold) and monitored (while they are in service) a little "fitness-check". Basically, this is a very technical (and maybe slightly boring) piece of legislation BUT after all the Volkswagen fuss it is very prominent on the EU's agenda. Here are the most important features of this check:
MEPs want to strengthen the current system in order to rebuild consumer trust (in the testing procedures) and to empower the Commission further to make sure, that Member States are doing their job. Plans to createc a European Vehicle Surveillance Agency didn't get a majority in plenary.
The Commission's fitness check on this law was published in January 2016 and is currently being debated in the Council and the Parliament's Internal Market and Consumer Protection Committee. Parliament agreed on its position in early April 2017. Council followed shortly after, three-way negotiations (“trilogues”) with Parliament and Commission are currently under way.
