Reduced Flush Volume for Toilets

In order to save water the European Commission's Joint Research Centre conducted a pilot study leading to a new Eco Label for toilets and urinals using less water.

How did we get here?

The European Commission's Joint Research Centre conducted a detailed pilot study for the Commission's Directorate General for the Environment. During more than two years they studied the user behaviour of European citizens when it comes to toilets figuring out the best ways to save water in the flushing process.


Why is this important for me?

The new Eco Label is introduced to reduce the water consumption in EU Member States. In order to reach the EU climate goals, we need to save energy in all areas including water. Eco Labels also exist for other products such as refrigerators and vacuum cleaners.


What's the content?

At the end of that process the DG Environment published a proposal for an Eco Label for Toilets and Urinals. Eight criteria must be fulfilled for a toilet or urinal to be awarded the label, which is just a voluntary measure for the industry. The main criterion is the flush volume: In order to get the eco label a toilet shall only have a full flush volume of six litres, a reduced flush volume of three litres and an average flush volume of 3.5 litres. For urinals the full flush volume shall be a maximum of one litre. Other criteria cover the use of sustainable wood, recycling regulations and user information.


What's happening with this bill in the future?

The Eco Label was published in the form of a European Commission Decision adressed to the Member States. Therefore, the Eco Label is not compulsory, since this is not a binding regulation. Nobody will be asked to install new toilets. Businesses can apply on a voluntary basis for the status and their product needs to comply with the criteria set in the Decision's text.
